Ligji për Parandalimin dhe Ndëshkimin e Islamofobisë, Gjuhës së Urrejtjes dhe Ekstremizmit Ideologjik

Ky propozim synon të forcojë rendin kushtetues, barazinë qytetare dhe kohezionin shoqëror, duke vendosur mekanizma të qartë e proporcionalë kundër stigmatizimit, dehumanizimit dhe nxitjes së urrejtjes — pa cenuar debatin e ligjshëm, kritikën akademike apo lirinë e shprehjes brenda standardeve demokratike.

Çfarë nuk është ky ligj: Nuk është “ligj fetar”, nuk krijon privilegje, dhe nuk kriminalizon punën akademike apo gazetarinë me mirëbesim. Fokuson stigmatizimin, dehumanizimin dhe nxitjen e urrejtjes që cenojnë barazinë qytetare dhe rendin demokratik.

Draft Law on the Prevention and Punishment of Islamophobia, Hate Speech, and Ideological Extremism

This legislative proposal aims to strengthen constitutional order, civic equality, and social cohesion by establishing clear, proportionate safeguards against hate-based targeting, stigmatization, and incitement—while preserving legitimate debate, academic critique, and freedom of expression within democratic standards.

Prevention first
Prioritizes early prevention, institutional responsibility, and public awareness to reduce risk of radicalization.
What this proposal is not: It is not a “religious law,” it does not create privileges for any community, and it does not criminalize academic work or good-faith journalism. Its focus is hate-based targeting, stigmatization, and incitement that undermine civic equality and peace.
